Email notice to Group Leader of pending Group join request

Group leaders can optionally be sent an email notice of newly submitted requests to join the Groups they lead. If you use Groups to control access to private forums the person administering the Groups is not always the active forum content moderator/manager.

  1. As Forums admin, I've got yet another Group leader migrated from our old system asking me how she is suppose to know about new group join requests.
