Media Library?

I was wondering if any of you guys can make a plugin based on http://www.iridethelines.com/forums/loca...p?catid=3, because it would be very useful.
As per request, I'll provide more details:

It's a media library, it has the ability to use html embeds, and its for videos that are organized into categories.

More Suitable as Plugin
