  1. There is already such function.

    AdminCP >> Users & Groups >> Groups >> Registered(or whichever group u want it to be) >> Forums & Posts >> Scroll down and you will find it.

  2. I could see such a feature being abused. For example, someone posts flame bait, then closes the thread before anyone can respond.
