Warning System Discipline - let's make it more usable

Ok..... I know that post moderation and post privilege suspension can be accomplished through the warning system, but can there be a mechanism for moderators to inflict post moderation or suspend posting privileges without going through the warning system? (Obviously, this should be regulated by the administration, through permissions configurable in the AdminCP)

I think there should be a per-user setting for it yes.
